Tom graduated from Ateneo De Manila University School of Law. He is a Certified Public Accountant, having obtained his Business Administration degree, Major in Accounting, from the University of the Philippines in the Visayas. He started as an associate lawyer with the San Vicente & De Leon Law Offices, later transferring to the Factoran Tria & De Leon Law Offices. He served briefly with the Land Registration Authority, then put up his own firm prior to joining Aranas Law Office, now ACAPF Law. In 2018, Tom was appointed as Executive Vice President for Research, Innovation and Strategic Advisory of Government Service Insurance System.
